First Look at City of Frisco’s Proposed Public Private Partnership for Animal & Pet Facility

FRISCO, TEXAS, On October 7, 2025, the City of Frisco offered a first public overview of a proposed public–private partnership (PPP) to build and operate a comprehensive animal and pet facility a first-of-its-kind project in North Texas. During a City Council work session, staff presented the full proposal including conceptual design, operational structure and financial plan. Who’s Behind the Proposal


  • City of Frisco - will own the land and building, fund construction, and oversee municipal-level guidelines and compliance.



  • A private operator partner, proposed to be Wiggle Butt Academy (together with Canine Lighthouse), would manage day-to-day operations - from shelter and boarding to veterinary care and adoption services.


  • Additional collaboration with rescue organizations, foster networks and community volunteers aiming for a robust animal welfare ecosystem.


What the Facility Would Offer Services & Design


According to the city’s presentation, the proposed facility:


  • Would be built on about 4 acres south of PGA Parkway, adjacent to the existing Balcones Recycling facility.

  • Consist of a two-story building of nearly 19,000 square feet (≈ 1,766 m²).

  • On the first floor: space for day-care and play yards, boarding/holding/ quarantine kennels, exam and isolation rooms, along with areas for radiology, surgery and recovery.

  • On the second floor: dedicated spaces for cats and exotic pets, quarantine zones, a 24-hour care dorm, training/behavior rooms, and administrative offices.


Services Planned


The facility aims to offer a full spectrum of pet care and community-oriented services:


  • Shelter and holding for lost or stray pets, with a minimum holding period (if capacity allows), to facilitate owner reunification.

  • Adoption, rescue, and foster-animal services working in partnership with local rescue groups and external shelters such as Collin County Animal Shelter (CCAS) for overflow cases. Impact+2

  • On-site full-service veterinary care: vaccinations, spay/neuter, microchipping, medical exams, surgeries if needed.

  • Additional pet-services and conveniences: daycare, boarding, grooming, behavior & training, community education, volunteer opportunities, and even a pet-pantry for supplies.

    CCAS) is becoming unsustainable.

  • A privately operated facility can often deliver higher standards of care, more flexible services, and faster response times than typical municipal shelters, while reducing long-term operational burdens for the city.

  • The facility will not accept private owner surrender i.e., people who want to relinquish their pets voluntarily may not have that option under this plan.

  • It is not a full-service traditional municipal shelter long-term or unclaimed animals may still be transferred to external shelters (like CCAS).

  • Because the PPP agreement is still pending, nothing is final the plan depends on negotiation outcomes, lease terms, and approval by the City Council.


Next Steps: What to Watch For
